I have heard you can use high pressure sodium bulb in metal halide or vice versa?

Basicly no.
HPS lamp ballasts include an ignitor circuit which generates high voltage pulses which aid in lamp starting. MH types start with an auxiliarry electrode that is fed by an internal resistor that is contained within the outer bulb. For a given wattage, the two types operate with different voltages and currents in the arc tube. A ballast for designed for one won’t provide the correct operating point for the other which would result in unsatisfactory performance and/or lamp life.
