Do all Halogen bulbs use low voltage (12V)?
I’m asking this as I have just come across some Halogen bulbs (28W) housed in a normal incandescent style bulb (E27), with a screw base from Ikea. If I screwed this into a normal light fitting using 240V, what would happen?
As I understand it, all the halogen lighting (table light & track lighting) I have uses an in-built transformer…??

Short answer: No
Long answer:
E-27 is what we know as “Medium Screw Base” or “Edison”. It is a US and UK term (to the answerer above).
Halogen bulbs come in all different voltages and configurations. The determining factor is the filament size. 12v filaments are thinner and more tightly would, whereas 120/240v filaments are heavier gauge. There are also many different voltages in between such as 6v, 82v, etc. A transformer steps the line voltage (240 in your case, 120 in mine) down to the level needed by the light bulb. But, halogens are not necessarily exclusive to a certain voltage, it just depends on the design and specification.
The lamp you are referring to as what I know to be a Par 16 or MR-16 Medium Screw Base. I have also heard it called a JDR-50 (the number at the end indicates that this particular lamp was 50w) but I am not sure what the ANSI Codes (names for bulbs) are in your area.
If you put a 12v lamp in a 240v socket you would probably get a pretty decent sounding pop. It might even rupture the glass envelope. I don’t really advise that
