My LED light bulb is flashing on and off like a strobe… WHY?

Arrived today from Hong Kong, it was meant to produce the luminance of an old 100W (for 9W), and apparently does, but switches on and off several times a second in a constant strobe like effect. I have put it into two separate ES screw lamps attached to the mains, which both can accept up to 60W, same thing happens with either…….. is the bulb knackered?
Is it designed for 110volt supply?
We in the UK have 230v .. not sure about Hong Kong.
Sounds Kinackered though.
