Excited atoms and energy levels?

With for example low pressure sodium lamps. The gas is heated (energy in), the atoms get all excited! And jumped to higher energy levels. BUT if they only emit photons when they fall back down to lower energy levels. Does the heat (energy) have to be removed from the gas to allow the electrons to fall back down to ground?
It would keep working even if it got hotter and hotter – Individual atoms just get excited and decay repeatedly. In fact it would get brightewr as more thermal energy is converted to light.
At any temperature (but noticeably high ones), the atomic electrons in ANY object are excited, decay and are excited again, continuously. The energy levels involved are very closely spaced ones. This is why hot objects radiate heat and light with a continuous spectrum (the origin of black-body radiation).
